The document set IS the product, and it is the single most error-prone, re-keyed and payment-critical part of the business. A shipment's documents (proforma and commercial invoice, packing list, purchase order or LC, shipping bill, bill of lading or airway bill, certificate of origin and preferential-origin certificates, inspection, phytosanitary, fumigation and quality certificates, and the bank negotiation set) must all agree to the letter, and the same figures are typed three times into the accounting system, the customs filing and the bank submission. A discrepancy between the LC terms and the documents presented is the most common reason a payment is delayed or refused, and it is caught late, by a bank officer, after the goods have sailed, when fixing it costs days of working capital and sometimes a discount. Clearing an import is document-dense, time-critical and leak-prone. The bill of entry, the supplier invoice and packing list, the bill of lading, the certificate of origin (and any preferential-origin claim under a free-trade agreement), the BIS and Legal-Metrology declarations, the bond and the duty payment all have to line up, and the same data is re-keyed between the clearing agent's filing, the ERP and the accounts.
