EPR recycled-content evidence and on-pack marking record

Since 1 July 2025 every plastic pack must carry the PIBO name, CPCB EPR registration number and recycled-content percentage via QR/barcode/unique number, and from FY 2026-27 the recycled-content targets bite (rising shares for rigid, flexible and multi-layered packaging, climbing thereafter). The brand owner holds the legal obligation, but the converter sources the recycled resin, prints the marking and must prove the recycled-content fraction per batch on demand. Today this evidence is scattered or absent. When a new brand qualifies the converter or an existing one runs its annual audit, someone rebuilds the same pack by hand (machine list, film/board structures, print capability, certificate copies with expiry dates, on-time and quality trend, food-grade or pharma documents) over evenings. Exporters of woven sacks, FIBC and films rebuild the export-documentation pack manually per shipment, leaking time and risking errors and margin on incoterms and paperwork.

Who has it

Every converter, with different category targets: injection and blow moulders under the rigid recycled-content target, flexible packaging converters under the flexible and multi-layered targets, corrugated and rigid box makers under paper-packaging EPR, and pipe, profile and extrusion units where packaging film is made. The audit and qualification side is heaviest for flexible packaging converters and injection and blow moulders serving food and pharma brands; the export-documentation side falls mainly on pipe, profile and extrusion units making woven sacks, FIBC and film, with some flexible packaging film exporters.
